In the late 1990’s as Kazakhstan emerged from the Soviet Union. Dan was part of a team that went to help them create a new oil and gas industry. Originally his work was to assist in establishing an environmental regulatory approach that would allow development but protect sensitive resources like the caviar producing Caspian Sea, but he went on to work on the oil and gas leases themselves. He also worked on environmental permitting for exploratory wells in the United States.

Dan led the permitting teams for several co-generation plants and helped developers and financial institutions deal with financing. He assisted in strategic development of micro-grids, distributed energy generation, and district heating for developers and non-profits.

He negotiated contracts and permits for advanced wastewater treatment systems, wastewater recovery systems, and reuse water systems.

Dan helped develop strategic plans for green infrastructure, shifts to circular economies and water (one-water) systems.

He helped developers create new “information utilities” treating data, voice, video and even parking as part of infrastructure. Healso helped them obtain the right zoning and put the right covenants in place to enable the realization of these new visions.
